Cant turn off led lights on toshiba computer

up till 31stjuly,the led lights would stay off.But now since yesterday,they wont go out.I try pressing LED on/off,but they remain on.Also tried system restore to another date,but still stay on.
Does it mean a comp,fault thank you for your replies paul
