Cd/dvd issue

Hello,
I have a toshiba laptop. My cd/dvd drive will start up bit immediately shuts back down will not play through. But my laptop recognizes it as a working device

you could try booting from an Ubuntu or Fedora liveCD to verify that the optical drive is working. if that fails as well you will want to replace the optical drive.
