CF card, 2 GB, camera won't format

I have a brand new Kodak DC 3200 camera, and just bought a 4 GB, Verbatim brand. I inserted the CF card in the camera and it said that I have to format the card. I tried formatting several times and the camera will not format the card. The camera does recognize the card but can't format it.
Is the card defective? The camera is brand new and others who own the identical camera have used up to 32 and 64 GB CF cards in their cameras successfully. I can only conclude the card is defective. Right?

Wait, so how do you know that the camera cannot format the card?
Try to format it on your computer.
