Cpu overclocking its frequency + max fan

Hi,
I have a recently new laptop that runs windows 10; with 8gb of ram and an Intel i7-4712MQ @ 2.30GHz (thermal paste).
I am having issues with the CPU going to its max frequency and higher (up to 3.3Ghz) even though the CPU usage is as little as 1%-25%.
The fan then goes to its full spin to compensate.
I have edited the power plans to passive and reduced minimum processor state to 10%.
Also removed all but necessary apps at startup.
Still having issue, can anyone please help?

you really don't want to overclock the CPU on a laptop. It WILL cause high heat, and it WILL cause the fan to run at a constant high rate of speed. Laptop CPU's are not meant to be overclocked, Laptops are not built to handle the high heat. You will eventually burn out the CPU due to the overheating.

Hi, I haven't overclocked the cpu though, this is why I don't understand what's happening.
