Detecting programs accessed

Not sure if this is the right spot for this but I'm try to find a way to see when programs are being used.
This is mainly to check up on the kids while the adults are away.
Bout the only thing im finding are keyloggers and i dont want to install those.
Is there any other utility that can see (date an time stamp) when programs were started?
