Direct powerbank charging of netbook.

I have a netbook whose wallcharger 5V/5A has failed. No accesories at customer support. It does not respond. Can I try charging with powerbank via its USB 3.0 port?

No.

Unless it was built to be charged via the USB port.

As Corwin65 said it wont work unless its USB Type-C and meant to be charged that way. If its a normal USB port it will have no way to get to the battery to power the system.
