For instance
HTPC > HDMI 10 feet > A/V RECEIVER > HDMI 40 feet > PROJECTOR

In this setup, will the AVR boost the signal of HDMI so that it can be carried for a longer distance or it does not effect the strength or it degrades it?

The simple answer is it depends on the AV receiver. It could do all of the above. The cable will also be a factor at that length. You could add a signal booster if needed. I would try the setup before I ran the 40 foot cable to make sure it will work. If you have any other sources then try those too.
