I have a series 1 and a series 2 Tivo. Does a remote control exist that
controls both Tivo's and is able to do the 30 second skip?

The simplest would be the Tivo remote (the peanut) with the DVR 1-2 switch
used for multiple Tivo use. But if you have a Sony series1 it won't work.
The remote doesn't do the 30s skip. The Tivo unit itself is reprogrammed to
skip ahead 30 seconds when a specific button is pressed. That button sends
the same signal no matter what.

Yes, any learning remote can do that.

Whichever button you set.

It's not the remote, but the TiVo itself that does the skip.

Yeah, but the remote has to send a certain code to tell the TiVo when to
skip.

Not all remotes have a button for that function (Advance and, when
toggled, 30 second skip).

Even some cheap Universal remotes that claim to control the TiVo only do
Play, Pause, FF, RW, etc., but no 'Advance'/30sec skip.

Well duh.

Let's pretend OP said "Does a remote control exist that controls both
TiVos and is able to send the code to do the 30 second skip".

Sheesh.

And to answer the question, I imagine a learning remote with a sufficient
number of buttons that can control at least two devices would do the job,
if expensively.

I use a One For All URC-6131 for my DTV Tivo:

I don't know for a fact that it will do both your series 1 and series 2,
although I think it will. It's cheap enough that you won't be out much if
it doesn't. It does have a button for the 30second skip ( ->| ).
