FBI Virus on Android phone.

Hi Guys,

I was wondering if any of you could possibly help me out with a problem my younger brother had. When he turns on his Android his home screen is automatically populated by an FBI warning like the one shown below:

Basically he's supposed to pay a ransom in order to unlock the phone. It's a scam.

I googled how to get rid of it and have tried the following:
First I rebooted his phone into Safemode.
Once in Safemode I > went to settings > Application Manager > Found the culprit app which is actually an app called (Porn Player ) > clicked on the app to uninstall > from there I am supposed to be able to uninstall it but I am not able to click on it.

I found a thread that explained what to do in case that happens and did the following:

Settings > Security > Device Administrators > I'm supposed to be able to deactivate the malicious app from there which I can... but as soon as I click on Deactivate the FBI message pops right back up and I'm forced to start from square one all over again.

Hoping someone has an answer I kept googling but found nothing. by the way he has a Samsung Galaxy S4

Contact your service provider you have the phone under contract with. Most likely you will have to go to a store location, and they will manually do the WIPE-REBOOT to wipe the phone clean back to factory image. You COULD look those instructions up yourself and give it a shot BUT you may void your contract and warranty on it (aka you broke the phone you have to buy a new one, sorry).
