Flashing Red light on Toshiba 42LX196 LCD

Hello,
Had a power outage and tv won't turn on red flashing light instead.

the problem is STR-W6765 Primary Switching Regulator located on the power board. you can ither soder this regulator on to the power board for 10 bucks or replace the power board.

where is this located on the power supply board. I ordered the regulator and I will be soldering a new one on.
