Help my pc went stupid

Hello, I have a 2009 Dell Inspiron 1545, 3 GB RAM, 250 Storage, and a T4300 processor. I had my pc for awhile and now its starting to take up 100% on usage from when it starts up. I adjusted settings, ran virus checks and removed everything. I even reinstalled Windows 7, formatted and deleted disk when installing. Even then there are plenty of services that take up a TON of memory and CPU usage, even with a fresh install and the format of a hard drive :I

go to your task manager and go to processes. Then on the lower left press "Show Processes from all users" Scroll down to where they show SCVHost.exe find which one is taking up the most cpu. Right click and press end process. Sometimes this will help but that's sometimes my problem.

Still nothing working and slow performance
