Help on finding mobile number

Had a Gmail account of partner on phone, never used, however somebody set up accounts subscribed to adult sites have the ip address date and time when done, trying to find device and who set it up, any help would be great

Ip address are assign by ISP, and it is not static. So NO, can't find mobile# from IP address

a gmail account is just an email account, don't have to be any device.
