High CPU temps

Im not new to computers, which is why i dont know why i cant get the temps to go down, I have applied new thermal paste, i have cleaned the heatsinks, i have cleaned the fans. Idle its 46-50 and on load its 80-90, thats not UBER hot but its enough for throttling, its an I7 5700HQ in an MSI ge 72 2qf
 
1. Have you possibly used too much paste?
It can act as an insulator.
A rice sized drop will spread under heat and pressure.

2. In re-securing the cooler is it clamped down evenly?

3. Are the cooling intake and exits clear?

4. Is the cooling fan spinning at a reasonable rpm?

5. Is your measurement app possibly inaccurate?

 


1 maybe but i doubt it how can i Scrape off old paste?

4 one is spinning (probably) but air isnt flowing
5 nope intels measuring app, msi afterburner and the bios confirm it
