how can i force my windows 10 that wont boot into command prompt if no cd can be read

windows 10 wont boot don't know password to get into command prompt. wont read recovery or media tool . took out hard drive reset it took out battery did scan all test passes cant do fsc scan because cant get into command prompt . did all oin recovery factory reset try to repair start up ,set bios to read cd tried legacy and uefi safe mode and not. tried making two cd of media and recovery from two. diff computers cant be read. sounds like drive or partition problem but don't know how to fix without a cd or getting into command prompt. thanks for your help

does it only work off CD or could you make a USB?

You don't need any password to access Command prompt

how far does it get into loading win 10? does it show loading screen?? If it gets this far, restart laptop and let it try to load agaion. if you restart it at this screen 3 time or so it should go into automatic repair. Once this fails, it should offer a screen which has advanced options or troubleshooting on it.
choose that and it should show a blue menu page
choose troubleshoot
choose advanced
choose command prompt

Guess my main question should have been: Why do you want to get into command prompt?

thanks for getting back to me it seems in all goes back to command prompt when it wont read.cd I cant get into the command prompt or the one on windows recovery blue page. I am open to suggestions other than command prompt. I only have cd it wont read it. it keeps saying can not load windows In
safe mode and has dell symbol in it
I can into trouble shoot and advance but wont accept password for command proimpt. when I close and open three times it goes to blue screen command others show going into a black screen for command prompt no usb
