How do I get DTS or Doblby Digital working on steam

When I'm watching Netflix with my Logitech z906 speakers the decode lights comes on on my PC. But when I'm playing games like GTAV and BO3 the light doesn't show up. When I play on PS3 the Decode light comes on on the same games. Is it possible that I can get DTS or Dolby digital to work when playing games on steam or even in Windows 10?

You need to go into each game's settings and enable surround sound.

I did that but on my Z906 the Decode light doesn't illuminate
