how do i set my windows' regional settings to use Greek for non-unicode strings?

strings like "Ôï ðåäßï 'ÁÖÌ' ðñÝðåé íá ðåñéÝ÷åé ìüíï áñéèìïýò." in an old win forms app that came into visual studio 2015
 
Control Panel -> Language -> Advanced Settings, "Apply Language Settings to the welcome screen..."
From there: "Region": Change System Locale, then "Region Settings", "Current System Locale: Greek".

I would be better yet to contact the developer, and ask for Unicode-compatible application.
