How does device resolution effect mirroring to a TV?

If a 1280x800 tablet is mirrored to a 1080p television how will the image quality be effected? Will the image be stretched or compressed? Or will it put black borders around the image?

Also what happens if the mobile device operates at a higher resolution than the television supports. Will the edges of the frame be clipped or will the image be resized to fit the television's resolution parameters?

I am considering buying a tablet for the primary purpose of streaming video and web browsers to a television. I thought it might be most practical to have a 1920x1080 tablet for this reason but I am looking for a budget option and wasn't sure how much this matters?

If anybody has any suggestions, I am looking for an inexpensive Windows 8.1 tablet (primarily to get full functionality of web browser plugins.) I am a photographer so it would be nice to be able to use it for Photoshop when I travel but that isn't an absolute requirement. On that note would I be better off looking at laptops? Again my primary concern is budget and good picture quality when streaming or mirroring to a 1080p television and I would prefer to get something that supports Miracast for that purpose.

You're better off getting a laptop for a cheap mirroring device unless you absolutely need the size/weight of a tablet. If you don't mind small screens at 1080p, they're common enough on laptops that you shouldn't have to pay a heavy premium for it.
