How to add text inside video?

I have a flv file, is there any software (prefer free, or low cost) that I can add text inside the video? For example when the video is showing a dog during the 1:20min, I want the text "This is my dog." to appear during 1:20min.

Thanks a lot.

Edit: I am not a professional user so I do not intend to buy any expensive software. I intend to use long the software for long term

Windows Movie Maker you can do it for free!(Only on windows)

Windows Movie Maker do not work with flv

You can convert the file from flv to mp4 or the video format of your choice using Handbrake (http://handbrake.fr/) which is free and then use Windows MovieMaker or the editor of your choice to add text.
