What are you actually trying to accomplish, and how much work are you willing to do to accomplish it?

Yes, you can do it the way virus protection does by creating a Layered Service Provider (LSP). This will require C/C++ system programming, and then it must be installed on the users PC. The LSP can listen in on all HTTP requests, and when a request matches a blocked site it can substitute a simple error page for the browser to display.

Are you using a router in your network setup? If so, you should be able to go into your router settings and simply type in the URLs of the websites you want to restrict access to. All you would need to do is specify which computer it is you want to restrict by entering its MAC address (which can easily be obtained). From there just save the changes and you're done!

No, the computer does not need restarted to block a site with a hosts file. You only have to restart the application that is trying to access the site.

However, unless you are doing this on your own account (as the account owner) it is probably illegal and at least very unethical to censor anything from someone else. Plus, they can always get there with a proxy if they know what a proxy is, people don't usually try to get to a web site then assume it's always down, since there are other sites that can check whether a site really is down and they are very easy to find with a web search.
