How to find out a cell no using ip address

My friend is been disturbed by a fake Id Facebook user some one creating various fake accounts we want to find out if it’s comeing from Mobil if so how can we find out that person no ?
Or by computer

You won't be able to. If they are doing something wrong, report it to facebook.

I've had my Facebook hacked 4 times and I believe my phones up address was hacked and stolen then myself and ex girlfriend were sent pretty bad messages through Facebook and in text messages . I have my opinion on who has done this but I'm told . That there are so many ways to do these kind of things . That is.t is impossible to actually pin point who has sent them but by the ip address being traced by law enforcement . Your the suspect they look at . Now I'm wondering if I am being framed for doing these things and I want desperately to find out who has dine this . But I'm sure I will never know . Any input would be helpful . Thank you

We would have no way to get that kind of info. If it has escalated to a point where the law has to be involved, I would think Facebook would want to be involved as well.

sure, with a hacked account, they can do anything that you can do on facebook
