Hp dv6 laptop battery goes complete down due to chilling temperature and doesnot

Hello,
i have hp dv6 buy before 2 months ago,i live in kashmir and here is chilling temperature about. -2'c,i have a serious problm with my laptop,i have rested my laptop abt 2 weeks with out charging it now it dsn't work,the battery goes down,when i plugged in charge but it doesn't charge above 10%, when ever i power on my laptop on battery,it doesn't power on,shows no response,please its a humble request,help me,i'm very grattitude to u....waiting
