Hello,
I bought LED TV in USA. Can I connect Indian Cable set up box with an HDMI out put sends HD signal. My question is does HHDMI has different PAL or NTSC signals or else same. If same I can connect to TV directly or else i have to put converter between DVR and TV

Yes, cable in India is PAL. You will need to convert it, but not to NTSC. NTSC is the older obsolete standard, which does not match your new LED TV.
Does your Cable box have audio / Video output connectors on the back?
