HELLO THERE...I AM TRYIN TO INSTALL WINDOWS BLINDS FOR MY WIN7 BUT ITS SAYIN WINDOWS CANNOT OPEN THE FILE BECAUSE ITS A WBA FILE CAN YO HELP PLEASE? TY

I think you are just trying to open the skin/theme file rather than installing something that recognizes that file extension.

Perhaps have a look at Stardock.
