No way and the only way you can turn on your laptop is by the power key and from your question I understood that you are gonna convert your laptop into a desktop.
Most laptop bios doesn't fully implement ACPI functionality. In short, "wake on USB" is probably not supported. Since this is a hardware issue, there is no easy fix.
Your laptop does probably support "wake on LAN", so it is possible to engineer a workaround but is probably beyond your expertise.
