No way and the only way you can turn on your laptop is by the power key and from your question I understood that you are gonna convert your laptop into a desktop.

Check your bios to see what will wake your laptop up.
It could be internet access, keyboard or mouse movement, timer etc.

Most laptop bios doesn't fully implement ACPI functionality. In short, "wake on USB" is probably not supported. Since this is a hardware issue, there is no easy fix.

Your laptop does probably support "wake on LAN", so it is possible to engineer a workaround but is probably beyond your expertise.
