Activation codes come from the manufacturer. So you would have to contact them.

If you suspect it was stolen then you should report that to the police.

People no one here, on the site, can help you get activation codes for devices. Those come from the seller and/or the manufacturer.

And, any suspected stolen devices should be turned in to the police, lost and found where it was located, etc.
