Insert proper boot device

I have a Toshiba satellite with Windows 10, did a factory reset and now it says "insert proper boot device" I can't access the BIOS page all the YouTube channels say, only the main setup page by pressing f12, I don't have the windows install CD and can't afford to take it to be repaired

BIOS should be F2 not F12, you may be hitting it too late or too early. Then make sure your drive is set as first boot device and is enabled for boot.
