I can't get IE to start at all under XP. When I start the application, the cursor turns to an
hourglass for a few seconds, then goes back to the pointer and nothing else happens.
I've tried both IE8 and IE7. I tried uninstalling and reinstalling. I tried resetting IE settings.
I tried running in safe mode and as administrator.

I ran process monitor and have a logfile but since it's quite long, I'm not sure where to
post it, and I'm not sure exactly what I should be looking for.

Thanks in advance for any help.

 
Run a malware and anti-virus scan, although I have not seen a virus that will block I.E. from starting when in Safe Mode. Have you tried using a Restore Point? Although with the work you have done re-installing and installing that may not be too usefull now.

I run weekly full system scans on my PC using Norton. Unfortunately, I haven't used
restore points before and my system has only created restore points going back four
days. I haven't been able to run IE for much longer than that.

maybe u can try my suggestion:

Can you run IE8 in Safe Mode with network?

Please try to run IE8 from C:\Program Files\Internet Explorer in Normal Mode. If it doesn’t work, I suggest you run a tool named Process Monitor to monitor system behavior.
