No, a USB webcam needs drivers installed on a computer to work first of all, second, you would need to wire power to the USB connection as well as sort out what wires exactly carry the audio and video signals and then try to sort out what can decode those signals.

You can find some pretty cheap dashcams, $20,30,60.

Nope. USB and RCA speak different languages. Can it be adapted, yes, but not cost effective. Buy a proper dash cam that can plug straight into your head.
