Is there a way to prevent people from shutting down Outlook?

Greetings:

For obscure and no valid reasons, my colleague leaves outlook off all the time. This hurt the business since he can never check and response to sensitive e-mail (products on hold issues) in a timely matter. I want to avoid reporting this behavior to my manager; however, I am tired of constantly talking to remind him to check his e-mail. It is like to be behind a child but 60 years old instead. Is there a way to make Outlook start up automatically as soon as he login into his computer and stay open until his computer shut down? In other word, is there a way to prevent him from turning off Outlook without turning his computer off?

Sure. You just have to add outlook to the startup menu, i.e. it will start every time the computer is turned on or logged into. Mind you, he can still manually close the program when logged in.

It still doesn't solve my problem since he can still close the program after login. I guess that I just have to live with it then. 🙁

If so, they sound contemptuous... those that don't want to play the game should be sidelined.
