Laptop cpu clock being weird ?

In task manager my laptop reads my cpu clock at 3ghz but when I open Properties through my computer ('This PC' ) it says its at 2.2ghz why is this happening ? the sales person showed me the task manger and said its at 3 Ghz , was I tricked? I check both on the same power option(high performance )

i7 4702MQ @ 2.2ghz<--- according to properties 3.02ghz<--- according to task manager
8 gigs ram
Geforce 740m 2 gigs
windows 8.1 64 bit
I have not changed any settings what so ever . Can anyone explain this ?

That cpu has a base clock of 2.2ghz and a turbo clock of 3.2ghz. if its on high performance mode it will probably run at anywhere between 2.2 and 3.2ghz that's perfectly normal.

The base clock is 2.2GHz, under load it turbos up to 3.2GHz.
