laptop fan didn't spin

Recently,i got a dell inspiron 14 7447 laptop from my friend
It run fine at first and didn't has any weird at all.
But,i started notice that the laptop's fan stop spinning sometime
Some task like open google chrome and steam sort of application,it did't spin.
If the laptop run about 36-42°C,it started to spin to cool down cpu.

It is kinda of weird for laptop like this?how can i fix this problem?
Is dust problem or software problem????

Some laptops don't run the fan unless they hit a certain temperature (so they make a lot less noise). This sounds like one of those and it's normal behavior.

If the fan does spin up when it gets warmer, I wouldn't worry about it.
