Laptop getting hot while idle

Hey guys,

Have a problem with my laptop, the fans constantly on full blast even when it's idle, at the moment I have Chrome open with 3 tabs open and nothing else open on there. Most of the time I just browse the internet and use Office, nothing too intensive.

My laptop specs (If it helps)
Windows 8.1
i5-4288U
8GB RAM
320GB SSD

I took apart the laptop and cleaned everything inside with compressed air and still the fan's blaring out on full speed, I can hear it over my cooling pad and that's pretty silent.

On SpeedFan it says
CPU - 68C
GPU - 68C
Core - 51C

Are these normal temperatures for a laptop?

Anyone reckon my fans knackered?

Those are not normal CPU temps at idle.

It's this but I added a SSD to it. Yeah I did replace the thermal paste, I thought I may as well whilst I had the laptop apart.
