Laptop Overheating and fan blowing cold air

My laptop is overheating to the point of unusability and the fan is blowing cold air out.
I think that its the cooler because i just changed the thermal paste and cleaned it out and when i was checking the temps they were about 90-100 Celsius on idle. And when i touched the heat pipe on the CPU and it was burning hot whilst about 5cm from the CPU it was touchable and by the cooler it was cold.
My laptops specs are:
CPU= I7-4720HQ
GPU=R9 M365X 4GB ram
RAM=16GB 1600mhz ram
I would give more info but the laptop wont be on for more than a few min.
 
Solution
It could be possible that your cpu fan heatsink isn't in direct contact with the heatpipes or perhaps there is something preventing the heat transfer throughout or between the heatpipes and heatsink.
It may be an issue with the heatpipes not doing its job.
