Laptop with installation media

Can anyone suggest a brand of laptop that comes either with installation media or a way to make flexible installation media? I am a software developer and have to set up my machine a certain way. I can't find a laptop that allows me to do this, without buying a separate new Windows licence (still not cheap, even for Windows 7).

Most laptops allow you to burn the recovery tools to a USB or DVDs (I believe it's a requirement of MS licensing). Is this not what you're after?

If you want a clean install with no bloatware, buying it from the MS store may be a good option.

I would like to reinstall without bloatware, but I guessed the only way to do that was to get a separate copy of Windows. If I were to forego that requirement, just being able to create a DVD (not USB) that allows a clean install with partitioning of my choice would be my next preferred solution.

Maybe I am old-school, but I'm not comfortable with hiding Windows on a hidden partition and having some fancy program to put the machine back to 'factory defaults'. What happens if the drive fails after the warranty has expired?
