Looking for Photo Editing Software which those features....

Hi, I'm looking for a fairly simple Photo Editing Software with those features:

* I would like to keep all photos on a Flash Drive or External Hard Drive and not on the Laptop Hard Drive.
* I would like to be able to move photos between folders

Also, when I download the pictures from the camera and create a folder/ album, they are in the correct sequence.
After transferring them to any external media, they are not in sequence anymore..
I have read that I would have to number each picture (there are a lot of them...) If I have to number them, do I place the number before or after the name of each picture?

Does anybody have any suggestions? Thanks in advance, Ann

Have downloaded FastStone Image Viewer and it looks like it's just what I'm looking for. The many features of this program are amazing. When I get to know it a little better, of course I will donate or purchase.
