Monitor Remote Useless to Power On/Off

ViewSonic VT3255 LED LCD TV Monitor's remote does not turn it on/off. Has to be plugged/unplugged from the back. Problem not addressed in user guide and tech support person stated by phone that he had no knowledge and the problem was not part of the training he received. Remote seems to be to do everything else but turn the monitor on and off. Would appreciate a simple solution if someone can provide one. I am not tech savvy, but will try to follow your instructions. If the TV won't turn off with the switch on the TV either than the problem is not the remote but the TV itself.
If it can be turned of from TV then you might need to repair or replace the remote control itself. Sometimes only some of the buttons will cease to work. You can check online for info on cleaning the buttons or how to detect if the remote is outputting IR when the button is pressed.

the power switch and the menu on the monitor are locked and what is needed is a way to unlock them. also my tech buddy tried to use a serial cable to connect to the tv monitor to unlock both the power and menu locks but was unsuccessful as even with the user manual the command format was unclear. Does anyone know how to deactivate the power and menu lock for this model?

My friend told me the TV is locked. I need a serial cable to connect to the TV and send a command from my computer to unlock the power button and Menu button. The manual shows the commands however I don't know how to format and send them.
