Mouse Stuttering while Gaming on Laptop

I recently got a Prostar Gaming laptop with a gtx 1060, i7-8750H, and 16gb of ram.

I quickly noticed that in games like Conan Exiles and Kingdom Come that my mouse stutters vertically. It doesn't seem to stutter at all with other games like Offworld Trading Company and King of Dragon Pass. The stutter can range from almost unnoticeable to very obnoxious. It almost makes these games unplayable.

I've tried to find a solution myself, but nothing seems to fix my problem. I don't think it's my mouse or mouse pad because the stuttering continues even when I lift my mouse up. I've also used the same mouse and mouse pad on my desktop and didn't have any issues. Disabling vsync doesn't do anything and my graphic card drivers are up to date.

Does anyone know what is causing the stuttering and what I could do to stop it?

try the game in windowed, borderless windowed and fullscreen and see if that helps.

How would I turn raw mouse input on? Is there a setting in games, because I can't find It.
