My external monitor only shows my laptop background no icons or current program displayed, how can I fix this?

I am using Xp on my laptop and trying to use another tv as a monitor. I see my laptop picture but no icons.Programs opened on laptop are not visible on the monitor. How can I view all laptop contents on external monitor? Thanks
