My hp g7 won't let me go into anything it just goes to boot device not found

Have a hp g7 1158nr and I can't even get into the bios or settings becUse it goes to no bootable device or boot device not found lack screen. I have 2 new hard drives and neither work. Need help and thank you

what OS was on the laptop?

when you take out the HDD can you access the BIOS?
