my htc e9+ reboot and won't open and after reset factory won;t open well need help very quikly
and i install anew rom for it and wont power on i need help to get my phone power on again

You need to replace the phone it it won't power on. Did you try with a new charger and battery? Maybe the charger port is broken? But from the sound of the issue it's likely a chip or system board hardware issue with the phone rather than software or power issue.
