my laptop motherboard has power but wont turn on

i tested my mobo with a dc tester and its getting the right voltage, what was strange tho at the end where the battery connects into theres 5 prongs, only 3 prongs gave a reading (and the lil soldered dots behind them) the 2 read 4.something and 1 read 3.something so im unsure if that means its not the right voltage, no theres no static discharge in there, my cpu looked fine, took it out no burnt marks then reapplyed thermal paste, the fan looks alright, when i try to power it up the blue lights on the keypad come on for a sec but no fans or beeps. forgot to add that when i have the battery in it just blinks an amber, like 8secs apart, with just the ac adapter just one amber blink, it wont turn the lights on with out the ac adapter aswell, the adapter is fine because its new, the battery not sure but id say its fine to
