My sony vaio wont boot up and is making a buzzing sound

Hello,
im just wondering why is my netbook not booting up and is making a buzzing noise repeatedly. alll there is, is a black screen then after a while it shows a message saying 'Reboot and select proper Boot device or incert boot media in selected boot device and press a key'
