My Steam Account was hacked

My Steam Account was hacked. I lost my password and a transaction of $300 was made. i cant login, i cant change my password as my email was changed. when I looked up my account through my friend's account it wasnt even there.

What should I do??

Steam has ways of confirming that it is your account that we do not have, happened to my sons account few years past and we got it back.
