What happens if you hit ctrl-T (new tab) in chrome.

If you add a new user in chrome settings (advanced settings) and use that one do you get what you're after? If so just import the bookmarks & settings from your old profile into that new one then delete the old one (import also in same USER area in advanced). The add new user would create a shortcut on your desktop logging in as the new user with some icon you select in the screen when creating the new user. If the new user works you probably just messed up your profile (ccleaner maybe as you note).

Just make sure you get your info imported before whacking old profile if this works. Or don't delete the old one, doesn't matter really, you'd just use chrome with the new shortcut it creates for that user on your desktop.

Are you in kiosk mode? Properties on your shortcut may show a target of "chrome.exe -kiosk"
That would be very weird but...

Problem solved?

Not quite sure what you mean though, are we talking old tabs you had open before closing, as in your session of tabs is gone, or you actually can't start more tabs upon opening chrome. Can you post a pic?
