Old Toshiba Laptop doesn't power up anymore

I'm really not sure how to define the new thread. I am wondering if my old Toshiba laptop (year unknown but it was running win 98, I think) might be suffering from something like a dead cmos battery.

This is possible if it has been sitting unused for a long period of time , i would suggest removing the battery and replacing it , they are very inexpensive these days and you can get one almost anywhere
 
A dead CMOS battery won't cause the PC to fail to boot. It would just prevent the BIOS settings from being remembered.

Unless there's an issue with the AC adapter then your laptop is likely dead and not worth fixing.

There's basically TWO main causes of a dead laptop:
1) No power, or
2) Main component failure
