Older Panasonic Surround sound won't work with new TV (not a smart TV)

Hello, I have an older surround sound system (Panasonic SC-XH150) that I am trying to setup with a newer Toshiba 49L310U TV. I have both an HDMI cable and a digital optical audio cable connected to the TV; the HDMI cable is plugged into the ARC HDMI port. Here is a link to the manual, I've tried what it said on page 10, please help!

Look at page 17 in the manual for audio and hdmi menu something is not set right. If the auto is pcm try Bitstream. Make sure you have the audio output set to hdmi.

I have tried with one or the other plugged in by themselves and together, I will just leave the HDMI connected

I tried all the settings in each possible way

I have not done anything in the TV menu
