Otari reel to reel push play button will not play

I have a reel to reel
the make is otari 5050
i plug it in
the reel to reel lights up
i insert a tape on the reel and press the play button
and it does not turn
what can be the problem?

Is the takeup tension arm in the upright position?

A lot of times these units need service and lubrication. the internal photo sensors need lamps, if the lamp burns out the play does not work. It can't sense the position of the tension arm when the lamp fails.
