phone stuck in loop

my lg suddenly turned off and now it vibrates like it was just connected but before it shows the charging amount (1% 2% etc...) it stops and does it all over again. ive tried various cords and wall plugs. currently it is attached to a computer. the phone suffered water damage last week and only started working today but it was working fine for several hours

When the water damage happened, did you make sure to open it up, remove the battery, remove the SIM (if it has one), remove any SD card and leave it be to dry for at least 2-3 days?
