Phone with GPS but without data plan or wifi

Hello,

I'm looking for a phone with:
-GPS
-Mp3 player
-SIM or micro SIM slot
-SD/microSD card

Optionals:
-camera
-touchscreen
-wifi (but GPS must work without wifi)

Without:
-data plan

I'm in California.
I currently have a regular phone (paid $16) and have AT&T (pay as you go plan).
For the map, I plan to download locally and use offline, probably just U.S or even just California.

Is there such phone?

i got a galaxy S captivate from ebay for $70
put a custom rom on it

and it can do all that...

What's ur budget?

My Nexus 4 is awesome. It's $300 from google play store.

idk where u expect to buy such a phone. I doubt any store will sell u one for under $100, but idk. i don't care about budget phones.

Does that Nexus 4 GPS work if you turn off the data and wifi?

Yeah. there are some directions/maps apps that ONLY use the GPS function, but the only reason they can do this is because they have the maps already downloaded to the device (the same way a full GPS unit would).

Google is actually looking to release google maps that allows for "offline" maps (just predownloading what you need before turning off the data)

Hi, do you know what apps?
I borrowed my friend's Nexus 4: turned off wifi and data. Google map does not work (stuck at "loading"). Navigation (the app came with the phone) says it needs data connection.

It does say it has a limit of how big of an area we can download.
I hope I can download my entire city...

Yesterday I was able to make my entire city "offline" (google maps). However, I can't get any directions as it says it needs data connection. Without direction, it's pretty much useless.

Any other apps?
