Wife has gotten a rca tablet to use for work. The problem is the required applications need a more current version of the android security patch that it seems rca hasn’t released for this device. So is it possible to update this patch?

The only 'updates' would be in the phone's settings. If it isn't there, then you can't update it. Anything else would require rooting the device, which I would never recommend as you can brick the device in doing so.

If it is a new tablet, recently bought, try seeing if you can return it and get a better one to fit your needs.
